Terry Butikofer – Director of Lending & Workforce Development
Terry joined The Development Company in September of 1985. Terry currently serves as the Business Development and Loan Manager for the company. Over the years, Terry has worked in various capacities in all divisions of the company including the Community Development, Workforce Development and Small Business Lending divisions. Terry works closely with the State of Idaho to direct workforce development activities in Eastern Idaho. He also works with area communities to implement and administer urban renewal activities, and works with area businesses and bankers to finance small business loans. Terry’s management responsibilities currently include managing the loan department and overseeing the human resources of the company. Terry is a graduate of Brigham Young University with a Bachelor’s degree in Organizational Behavior and Corporate Training with an emphasis in Human Resource Development. Terry makes his home in Rexburg. He has four children, six grand children and enjoys traveling.
Ken Poulsen – Business Development & Loan Officer
Ken joined The Development Company in January of 2014. Ken works closely with small business owners to help them find a financing program that will meet their needs. He also works closely with The Development Company’s bank partners to help deliver small business loans throughout Eastern Idaho. He holds a Bachelor’s degree in Business Administration with an emphasis in Banking and Financial Services. Prior to joining the Development Company, Ken worked as a Financial Planner and helped business owners and individuals throughout the Northwest develop plans for financial success. Ken lives in Idaho Falls with his wife and two sons. When not at work, he enjoys cooking, gardening, and enjoying all the outdoor sports Eastern Idaho has to offer.
Julia Champenois – Bookkeeper
Julia has been with ECIPDA since 2013. She has works with all departments of both companies to handle the day to day financial operations, including the billing and collection of building tenant revenues. She also assists Terry Butikofer with fiscal work in the Urban Renewal projects, as well, as WIA. She is a graduate of BYU-I with a B.S. degree in Business Management with an emphasis in Finance.
Katie Cook – Loan Assistant
Katie joined The Development Company in January 2015. She works closely with Terry and Ken to assist them in all aspects of the loan process. Katie also works with the Urban Renewal Agencies to facilitate community growth and helps with project implementation in several of the surrounding communities. Within the community development side of The Development Company, she assists Rick with the management of the business development centers. Katie graduated from Brigham Young University-Idaho with a Bachelor of Science degree in Business Management with an emphasis in Finance. Before coming to work at The Development Company, she worked as a licensed Realtor.
Ted Hendricks – Community and Economic Development Director
Ted joined ECIPDA in 1986 and is responsible for the development and implementation of community public facility and economic development projects. Ted works with private and public agencies in planning, development, funding, and implementation. He works extensively in municipal bonding and innovative methods of financing. He is a graduate of the University of Utah with a B.S. degree in Business Communications, as well as a graduate certificate in Public Administration.
Rick Miller – Project Manager and Developer
Rick is responsible for the development and implementation of community, public facility and economic development projects. Rick works with private and public agencies in planning, developing, funding and implementing municipal infrastructure projects. Rick is also responsible for management of the business development centers and building assets of the company. He is a graduate of BYUI with a B.S. degree in Business Management with an emphasis in Construction Management. He worked for ECIPDA from 1996 to 2004, took a five year hiatus, and then returned in 2009.
Jessica Moody – Project Administrator
Jessica joined ECIPDA in 2015 and is responsible for the administration of various community and economic development projects funded by Idaho Community Development Block Grants and Rural Community Development Block Grants. She assists both Ted and Rick in the administrative support of those associated local, state, and federally funded projects. Born in Bogota Colombia, She graduated from Concordia University in Portland, OR with a Bachelor’s Degree in Biology. Prior to joining the Development Company, Jessica worked in Portland as an Operations Recruiter specializing in sourcing, managing, and administering top-tier Candidates for a variety of positions for over thirty Companies. Jessica lives in Rexburg with her husband and puppy.
