Ted Hendricks – Community and Economic Director

is responsible for the development and implementation of community public facility and economic development projects. Ted works with private and public agencies in planning, development, funding, and implementation. He works extensively in municipal bonding and innovative methods of financing. A graduate of the University of Utah with a B.S. degree in Business Communications he also holds a graduate certificate in Public Administration. He joined ECIPDA in 1986.

Terry Butikofer – Workforce Development Director

has been with ECIPDA since 1985 and now serves as WIA Director. He also serves as a community development planner. He is responsible for the management of the Workforce Board and its support of job training programs in eastern Idaho. He is a graduate of Brigham Young University with a B.A. in Human Resource Development and Corporate Training.

Dorothy Bowen – Project Administration

Dorothy has worked for ECIPDA since 1986. Currently she serves as a Project Administrator and Office Manager. As a Certified Block Grant Administrator for the Idaho Department of Commerce she provides project compliance management to the Cities and Counties in the region. Dorothy majored in Public Speaking at College of the Desert in southern California.

Heath Price – Technical Assistant

Majoring in Construction Management at BYU-Idaho, Heath began with us in 2003 as an intern. He now serves as a full-time technical assistant on project administration, environmental review and labor compliance.

David Ogden – Director of Lending Operations

for ECIDC since 1989. He is responsible for the overall development and implementation of the loan programs for the company. Dave works with public agencies and private lenders to provide the necessary capital for small businesses. He is a graduate of the University of California, Sacramento, with a B.A. in Business Administration, and also a graduate of the Pacific Coast Banking School at the University of Washington, Seattle.

Angie Colborn– Loan Officer

has been with ECIPDA/ECIDC since 1998. With more than 14 years of lending experience, Angie works closely with small business, local funding agencies, and the U.S. Small Business Administration to ensure proper processing, funding, and servicing of all requests for financial aid. Angie is a 1986 graduate of Boise State University.

Judy Coy – Fiscal Officer

Judy has been with ECIPDA since 1991. She has worked extensively in the loan department and helps to administer the Urban Renewal projects. She currently serves as the Fiscal Officer for the organization and handles the day-to-day management of financial matters.

Tina Daniels

– Administrative Assistant has been with ECIPDA since 2000 and serves as the company liaison with tenants in our Business Development Center as well as providing support to the lending, workforce, and planning departments.
